The Gulf Cooperation Council is a customs union and a partial monetary-policy bloc, but it is not a single banking jurisdiction. Each GCC member state runs its own central bank and its own banking licence framework — but not always a statutory deposit-protection scheme. The three jurisdictions with a meaningful neobank cohort in 2026 are the United Arab Emirates, Saudi Arabia and Barém. The UAE has no statutory deposit-guarantee scheme — CBUAE Rulebook Article 122 enables the Central Bank to establish a compensation fund, but none has been established, so UAE bank deposits rest on the bank's licence and CBUAE supervision rather than a formal ceiling. Saudi Arabia's Depositors Protection Fund, supervised by the Saudi Central Bank (SAMA) under the Banking Control Law, covers SAR 200,000 on the same per-depositor / per-bank basis. The Central Bank of Bahrain (CBB) Deposit Protection Scheme, governed by the CBB Rulebook, covers BHD 20,000. The three ceilings are denominated in three different currencies, sit under three different statutes, and do not aggregate across borders.
Os outros três membros do CCG — Catar, Kuwait e Omã — situam-se fora do conjunto estruturado de comparação acima, porque nenhum deles dispõe ainda de uma massa crítica de marcas de retalho exclusivamente digitais, embora o seu quadro regulatório esteja estabelecido. O Banco Central do Catar (QCB) supervisiona os bancos catarianos e opera o regime local de garantia de depósitos; o Kuwait gere a garantia de depósitos através do Banco Central do Kuwait (CBK), em conjunto com a Autoridade dos Mercados de Capitais (CMA-Kuwait) para os produtos de investimento; o Banco Central de Omã (CBO) supervisiona os bancos omanitas e a cobertura correspondente. Quando as marcas exclusivamente digitais ultrapassarem o limiar de licenciamento nesses três Estados, a regra estrutural é a mesma: ler a licença na entidade recetora, identificar o banco central e consultar o limite — não existe qualquer consolidação ao nível do CCG que transfira a cobertura de um país para outro.
