The Gulf Cooperation Council is a customs union and a partial monetary-policy bloc, but it is not a single banking jurisdiction. Each GCC member state runs its own central bank and its own banking licence framework — but not always a statutory deposit-protection scheme. The three jurisdictions with a meaningful neobank cohort in 2026 are the United Arab Emirates, Saudi Arabia and Bahreïn. The UAE has no statutory deposit-guarantee scheme — CBUAE Rulebook Article 122 enables the Central Bank to establish a compensation fund, but none has been established, so UAE bank deposits rest on the bank's licence and CBUAE supervision rather than a formal ceiling. Saudi Arabia's Depositors Protection Fund, supervised by the Saudi Central Bank (SAMA) under the Banking Control Law, covers SAR 200,000 on the same per-depositor / per-bank basis. The Central Bank of Bahrain (CBB) Deposit Protection Scheme, governed by the CBB Rulebook, covers BHD 20,000. The three ceilings are denominated in three different currencies, sit under three different statutes, and do not aggregate across borders.
Les trois autres membres du CCG — Qatar, Koweït et Oman — restent hors du périmètre comparatif structuré ci-dessus car aucun ne dispose encore d’une masse critique de marques de banque exclusivement numérique, mais leur cadre réglementaire est en place. La Qatar Central Bank (QCB) supervise les banques qataries et gère le dispositif local de protection des dépôts ; le Koweït met en œuvre l’assurance-dépôts via la Central Bank of Kuwait (CBK) aux côtés de la Capital Markets Authority (CMA-Kuwait) pour les produits d’investissement ; la Central Bank of Oman (CBO) supervise les banques omanaises et la couverture correspondante. Lorsque des marques exclusivement numériques franchiront le seuil d’agrément dans ces trois États, la règle structurelle restera la même : lire l’agrément sur l’entité réceptrice, identifier la banque centrale et consulter le plafond — il n’existe pas de consolidation à l’échelle du CCG qui étendrait la couverture d’un pays à l’autre.
