The European Banking Authority (EBA) published four consultation papers on 23 July 2026 under the revised Deposit Guarantee Schemes Directive (DGSD3), which entered into force in 2024 and must be transposed by EU member states by 2026. The consultation deadline is 23 October 2026; a public hearing on all four papers is scheduled for 24 September 2026 (10:00–13:00 CEST).
The four papers cover:

Depositor information sheets (CP1): Harmonised content and format for the one-page disclosure provided to customers at account opening and periodically thereafter. For neobank customers, this means the “how your deposit is protected” document will look the same at Revolut, N26, bunq, Finom, Monzo, and every other EU-licensed bank — the same layout, the same key facts, the same claim instructions — across all 21 euro-area countries.

Information exchange between DGS operators and authorities (CP2): Standardised data flows so that deposit guarantee scheme operators and competent authorities can share the information they need to prepare for and execute a depositor payout if a bank fails. This supports faster payouts.

Client funds protection for e-money institutions and PSPs (CP3): Cross-EU standards for how payment service providers and e-money institutions segregate and protect client funds. This applies to services like Wise, which holds client funds under an e-money licence rather than a banking licence, and determines how well those funds are protected if the institution runs into trouble.

DGS fund investment guidelines (CP4): Guidance on how national guarantee schemes should invest the funds they collect from banks, to ensure scheme resilience.
What it means for users: CP1 is the most visible change: every EU neobank will be required to hand you a standardised depositor information sheet at account opening. CP3 matters if you hold significant balances with an e-money-licensed service — the RTS will set the EU-wide floor for how those funds are protected, and the answer may differ from your bank’s €100,000 DGS coverage.
The consultation is open for comment until 23 October 2026. Final technical standards will follow a full public rulemaking process before taking effect.
